Fatah-Hamas Reconciliation: Analysis

By his reconciliation with the Hamas terrorist organization, Mahmoud Abbas is persisting in his strategy of confrontation and rejectionism towards Israel, as well as the perpetuation of conflict instead of striving for direct dialogue and realistic solutions.

1. Instead of making the choice for peace, President Abbas opted to align himself with Hamas, a murderous terrorist organization that calls for the destruction of the State of Israel. Whoever chooses Hamas does not want peace.

2. Hamas is defined as a terrorist organization by the United States, the European Union, Canada, the United Kingdom, Australia, Japan and Egypt.

3. President Abbas is aligning himself with an organization whose charter calls for Muslims to fight and kill Jews. The Hamas terrorist organization has launched more than 10,000 rockets and mortars at Israel, sent suicide bombers into Israeli cities and is responsible for the killing of hundreds of Israeli civilians.

4. President Abbas is siding with Hamas Prime Minister Ismail Haniyeh, who denies Israel’s right to exist and says that “Palestine is from the sea to the river from Rosh Hanikra to Rafah [all of present-day Israel]…We will not recognize Israel.”

5. The agreement with Hamas was signed while Israel was making tremendous efforts in order to advance and extend negotiations with the Palestinians. The Fatah-Hamas agreement reveals once again Palestinian rejectionism of any advancement of the negotiations with Israel.

6. In the past few months, thanks to US Secretary of State Kerry’s efforts, the parties were very close to achieving an agreement on extending negotiations and promoting relations between both sides.

Time after time, just before the unveiling of an agreement, Abbas initiated moves that thwarted the possibility of reaching it: the first time by a unilateral act to join 15 international conventions; the second time by threatening the dissolution of the Palestinian Authority; and the third time by announcing the establishment of a coalition government with Hamas.

These moves are consistent with Israel’s previous experience with Abbas at the Annapolis talks in 2007 when he refused to sign the proposal that was formulated together with the US.

7. Hamas categorically rejects the Quartet [the US, EU, Russia and UN] conditions to stop terrorism, recognize Israel and accept previous agreements between the Palestinian Authority and Israel. Hamas rejects all existing Israeli-PA agreements.

8. A Palestinian technical government can only be relevant if Hamas fully accepts and implements the Quartet conditions.

9. Palestinian leaders are lying when they say Israel refuses to negotiate with the Palestinian Authority because of the split between the West Bank and the Gaza Strip. In the past nine months, Israel negotiated with the PA despite the fact that it does not control Gaza.

10. The international community has to make clear to President Abbas that reaching an agreement with Israel is not consistent with signing an agreement with Hamas and setting up a joint government with a terrorist organization.

11. Israel decided to suspend the negotiations with the Palestinians until it is clear in which direction PA President Abbas has chosen to go.

12. Israel strives for peace according to an agreed-upon two-state solution, so that both peoples can live side-by-side in peace and security and have a better future.
